Elijah Martin Rusoke also known as Albert Kamugisha was on Wednesday arraigned before City Hall Court and charged with two counts of obtaining money by false pretense and conspiracy to commit a felony.
Rusoke and others still at large allegedly defrauded investors over Ugx 1.37B by presenting themselves as members of NRM Special contracts committee on Presidential tasks, a nonexistent committee.
They unsuspiciously defrauded the investors who they claimed had won contract to supply generators in hospitals allegedly under construction.
Rusoke was arrested and arraigned before court, but declined to plea guilty of the charges, prompting the magistrate to remand him until September 12.
