KAMPALA
Former Criminal Investigations Directorate (CID) spokesperson Twiine Charles has been reported missing since Wednesday, according to his family.
According to reports, the officer was last seen on Wednesday afternoon as he left the police headquarters in Naguru. He had reportedly gone there for a scheduled meeting with the Inspector General of Police (IGP) at 7:00 a.m.
Family sources further revealed that his vehicle remains parked at the Naguru police premises, but his whereabouts remain unknown.
“His phones have been switched off since Wednesday afternoon,” a source reported, further deepening concerns over his safety.
The missing officer had earlier travelled with a parliamentary committee to Mbarara on Monday but abruptly cut short the trip after receiving a summons to meet the IGP on Wednesday morning. He travelled overnight from Mbarara to Kampala, arriving ahead of the meeting.
Twiine was recently transferred from CID headquarters Kibuli as the directorate’s spokesperson to attached to the Parliamentary Police Investigations department. He is a known critique of the opposition politicians and he in November 2020 became a target of criticism from social activists when he defended security misconduct when they fired an alleged stray bullet that killed a food vendor along Kampala road in the November riots.
“A stray bullet does not amount to a crime. If I am targeting somebody for a justification, and the bullet hits a person who is not my target, that is not an offence,” Charles Twine told journalists at the Uganda Media Centre in 2020.
Police have not issued an official statement on the matter, and it remains unclear whether investigations into his disappearance have been launched.
