President Yoweri Kaguta Museveni has appointed his long-time ally and former Electoral Commission chairperson, Eng. Dr. Badru Malimbo Kiggundu, as the new Chancellor of Busitema University.
Kiggundu becomes the institution’s third Chancellor, replacing Prof. Vinand Mutakabala Nantulya, according to a statement issued by the university management.
“Pursuant to Section 30 of the Universities and Other Tertiary Institutions Act, 2001, His Excellency the President of Uganda, the Visitor to the University, has appointed a third Chancellor of Busitema University,” the university management stated.
The appointment follows a recommendation by the Busitema University Council after Kiggundu was nominated by members of the public.
His installation is scheduled for November 28, 2025, at the university main campus during which he will also preside over the university’s 16th graduation ceremony.
Eng. Dr. Kiggundu is a seasoned civil engineer, academic and consultant. He currently chairs the Presidential Select Committee overseeing the completion of the Isimba and Karuma hydroelectric power projects, a role he has held since August 2016.
Until his latest appointment, he also served as the board chairperson of the National Water and Sewerage Corporation (NWSC), a position he assumed in July 2020.
Kiggundu previously served two terms as chairperson of the Electoral Commission, a period marked by sharp criticism from opposition politicians and election observers who accused the Commission under his leadership of electoral malpractice. His return to public service explains a reward for his long-term loyalty to the regime.
