The government has announced the temporary suspension of the Express Penalty System (EPS) following widespread public concerns over alleged unfair fines and technical inconsistencies.
In a statement issued by the Ministry of Works and Transport on June 11, 2025, officials confirmed that the suspension will take effect at midnight on the 11th June, 2025 to give time for authorities to conduct a comprehensive review of the system’s operations and impact on motorists.
“We urge all road users to continue driving responsibly and observing traffic rules,”the statement read.
The EPS Auto system, has faced significant backlash from motorists, legal experts, and lawmakers, with critics arguing that it lacks transparency.
Minister of Works and Transport, Gen. Edward Katumba Wamala, is expected to issue a detailed statement on June 12,outlining the government’s next steps, including potential reforms or a permanent overhaul of the system.
However, the ministry has not clarified whether existing fines will be addressed or if refunds will be considered for disputed penalties.
