KAMPALA
The Inspector General of Government (IGG), Lady Justice Naluze Aisha Batala, has ordered the arrest of two senior human resource officers in Kalungu District local government over alleged prolonged non-payment of salaries to staff.
In a statement dated February 13, 2026, the Inspectorate of Government (IG) accused Margaret Nankya, the Principal Human Resource Officer (PHRO), and Scovia Kasingirwa, the Senior Human Resource Officer (SHRO) Government of failing to process and clear salaries for several district employees.
According to the statement, the action follows complaints lodged with the IG regarding non-payment of salaries to a number of staff members, including some heads of department. Reports indicate that certain officers have not received their pay since July 2025.
The IG said the prolonged delay in payment had caused significant hardship and distress to affected public officials, drawing public concern over the district’s management of staff welfare.
Earlier interventions by the Deputy Inspector General of Government, Ms Anne Twinomugisha Muhairwe, reportedly included boardroom meetings and guidance aimed at resolving the matter. The Chief Administrative Officer of Kalungu District, Mr Ouma Charles, also issued repeated directives, including a formal internal memo, instructing the Principal Human Resource Officer to process and clear all outstanding salaries and arrears.
However, the Inspectorate said the directives were allegedly disregarded. When summoned by the IG, the PHRO reportedly failed to provide a satisfactory explanation for the continued non-payment.
Citing persistent default, apparent insubordination and possible abuse of office, the IGG referred the matter and the implicated officers to the IG Director of Ombudsman Affairs, Mr Kakoza Savio Ntensibe, for further action.
Investigations are ongoing, with the Inspectorate indicating that prosecution may follow if evidence supports such action.
The IG urged members of the public with information related to the matter to cooperate with investigators as inquiries continue.
