KAMPALA
President Yoweri Kaguta Museveni has appointed Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO), filling the vacancy left by the late Brig. Gen. Charles Oluka, who passed away on January 29, 2025.
In an official statement released by the Presidential Press Unit (PPU), the government announced that Mugyenyi would take charge of the ISO, a critical agency responsible for intelligence gathering and national security. His appointment is expected to strengthen internal security operations in the country.

Additionally, the President Museveni has appointed Tony Kinyera Apecu as the new Deputy Director General of ISO, replacing Col. Emma Katabazi who has been reassigned as Deputy Ambassador.
These changes according to insiders are part of the ongoing government efforts to bolster Uganda’s intelligence and security infrastructure.
Mugyenyi is expected to bring vast experience to the agency as well as contributing to national security and intelligence services.
