Joint security forces in Busia have arrested Police Constable Ivan Wabwire, 30 a prime suspect in the murder by shooting of Indian National at Rajja Chambers on Friday, police reported.

“The Police Officer who shot and killed an Indian at Rajja Chambers has been arrested,” read excerpts of the report by police.

It is alleged that on 12 May 23 at around 1230 hours at Raja Chambers along Parliamentary Avenue, PC Wabwire No.67029 shot and killed Uttam Bhandari, an Indian National and the director of TFS financial services over yet to determine motifs.

The suspect immediately took on heels and security had since launched a manhunt against him.

According to the Kampala Metropolitan Police spokesperson, SSP Patrick Onyango, Wabwire was arrested earlier this morning (Sunday 14 May,2023) at Busia municipality customs and he is currently under police custody.

“On 13 May 23, Flying Squad Unit joined the territorial police of Busia. On 14 May 23 at around 0700 hours, Wabwire Ivan was arrested in Busia Municipality at Customs by a joint team commanded by the DPC Busia SP Didas Byaruhanga. He is currently detained at CPS Busia pending transfer to CPS Kampala,” said SSP Onyango

On Saturday, the police reported that Wabwire is a suspect of mental illnesses and had been restricted from being armed on deployments.

“Due to the suspect’s medical conditions, Police management at CPS Kampala had taken a decision about six (6) years ago NOT TO ARM the suspect with a gun and they have been deploying him in beats that doesn’t require him to be armed. His current deployment was at CCTV monitoring center.” Onyango told reports
Police preliminary reports further indicated that the gun which the suspect used to cause the murder was signed to another officer a previous night with whom they share a room but had not returned the gun to the Armory after he was abruptly called home to go and check on his sick child.
The suspect took advantage of the gun and went and misused it by shooting Bhandari. Police also reported that they had arrested PC Mulambo Steven, the officer who left behind the gun and detained him at Kireka to help them in investigations.
In the latest reports however, no details of PC Mulamba’s arrest were released.
