KAMPALA
New details have emerged in the case of a police officer, Assistant Superintendent of Police (ASP) Clive Nsiima, attached to the Counter Terrorism Directorate under the Oil and Gas Protection Unit, who was captured on camera assaulting a female pump attendant at Shell Kyanja Supermarket in Kampala.
According to eyewitness accounts, Nsiima had gone to the fuel station to buy Rough Rider condoms worth Shs12,000 and two Tusker Lite beer cans, each priced at Shs9,500. He reportedly sent a woman he had in his car to pick the condoms, instructing her to tell the attendants that payment would be made by the person waiting outside.
When Pellan Atwijukire, the victim, followed up to collect the payment, Nsiima told her to also bring the beer and collect the money all at once. However, after receiving the items, Nsiima allegedly attempted to drive off without paying, prompting Atwijukire to hold onto his T-shirt collar.
The officer then angrily stepped out of the car, stormed into the shop, and assaulted the victim despite her apologies and pleas from her coworkers.
Shop attendants claim this was the third time the same officer had visited the supermarket and refused to pay for his purchases. One attendant further alleged that Nsiima threatened to shoot the security guard with a pistol he had in his vehicle.
Police spokesperson ACP Rusoke Kituuma confirmed Nsiima’s arrest, saying he will face charges once investigations are complete. “No one is above the law,” Kituuma said, urging anyone with related complaints to report to the authorities.
Yet to be confirmed reports allege that the suspect was quietly released from prison without any charges against him.
