President Yoweri Kaguta Museveni on Tuesday commissioned PRO Industries Pte Limited, a major ethanol and extra-neutral alcohol (ENA) manufacturing plant in Ndibulungi Village, Luwero District, reaffirming Government’s push for agro-industrialisation, value addition and cleaner energy.
The President, accompanied by the First Lady and Minister of Education and Sports, Maama Janet Kataha Museveni, praised the investment for strengthening Uganda’s industrial base and creating jobs through value addition to agricultural produce.
Museveni said Government remains committed to improving workers’ welfare, lowering the cost of production inputs such as electricity and transport, and accelerating industrial growth as a pathway to job creation and economic transformation.

He urged Ugandans to support the National Resistance Movement (NRM) in the forthcoming elections to consolidate gains made in industrialisation and national development.
The Director of PRO Industries Pte Limited, Ms Riddhi Oswal, said the Luwero facility is the largest ENA and ethanol plant in East Africa, with a production capacity of 120,000 litres of ENA per day and 35,000 litres of ethanol per day.
She disclosed that the company has invested about $100 million (approximately Shs370b) in the plant and works directly with more than 20,000 farmers in Luwero District and neighbouring areas who supply maize to the factory.
Oswal highlighted Uganda’s decision to mandate ethanol blending in all petroleum products sold nationwide starting January 2026, in line with Vision 2040 and the Biofuels Act, 2020.

She said ethanol blending is expected to reduce Uganda’s annual petroleum import bill of about $2 billion, while promoting environmental sustainability through the use of cleaner energy.
Oswal commended the Government for the prevailing peace, security and policy consistency, which she said have enabled PRO Industries and other investors to thrive and contribute to Uganda’s socio-economic transformation.
