KAMPALA: The ruling national resistance movement (NRM) is at a verge of losing its party headquarters on Plot 10, Kyadondo road in Kampala, if government moves ahead to cancel repossession certificates of hundreds of properties repossed without fulfilling the requirements of Expropriated Properties Act, 1982.

This is after government has started the process of recovering the departed Asians properties that were fraudulently repossed. The move follow recommendations by the sub- committee of the Committee on Statutory Authoritiesand State Enterprises (Cosase) after inquiry into the operations of the Departed Asians PropertyCustodian Board (DAPCB) which showed fraudulent acts into the repossession of the properties formerly owned by Asians.

Cosase report recommended government to recover all fraudulently repossed properties and those whose repossession was processed contrary to Expropriate Properties Act, which required claimants to be physically present before property could be returned.

Parrots UG learned that NRM headquarters at Kyadondo were among hundreds of that were repossessed without fulfilling the requirements of Expropriated Properties Act, 1982.

The Said property was acquired at a cost of $1.9million equivalent to Shs 6.7b. In a report by Cosase however, the NRM party headquarters and other properties were not listed to avoid commotion.

It should be recalled that during the party’s delegates conference at Namboole in January last year, the NRM national chairman also the President of Uganda H.E YK Museveni told delegates that the party had completed the acquisition of the property at $1.9million.

“We have been renting but we paid $1.9m and we are no longer renting. In future, we shall demolish the small building and develop the place,” Museveni told the delegation.

The person who sold this property to the NRM party however remains a mystery and the sub-committee of Cosase had received documents questioning the ownership of same property.

According to records at the custodian board, plot 10, Kyadondo Road in Kampala belonged to Nile Travel Agencies which obtained repossession certificate in November 2006.

Further records show that the property was on November 8,1991 listed in the Uganda Gazzette as one of the properties that had been lined for verification of ownership, but the property file went missing.

It is uncertain whether or not the NRM thoroughly surveyed and investigated this property before acquisition.
