Bulisa District Chief Administrative Officer (CAO) Simon Bimbona has been arrested on orders of the minister of state for economic monitoring Peter Ogwang, for mismanaging the district’s borehole project.
The CAO had lied that six boreholes in various sub-counties had been constructed at a tune of 173 billion.
Ogwang who on Sunday was traversing the country to inspect Government projects in the area sanctioned the arrest of the CAO after he learned that a borehole project worth sh173.2m was nowhere to be seen.
“I ordered for the arrest of Buliisa Chief Administrative Officer, Simon Bimbona and three others over sh173.2m borehole project. The district had budgeted for the drilling of six new boreholes, but only one borehole could be traced,” he said.
“Access to safe water is a big challenge to the people of Buliisa. It is unfortunate that when the district received this money to drill the boreholes, only one functional one was drilled.’
The CAO and the other officials will help Police in ongoing investigations.
Minister Ogwang further ordered the arrest of officials who purportedly received money to construct boreholes in Masindi district but they did not do so.
Ogwang, who had travelled to the district to commission a number of boreholes, was stunned to learn that they did not exist.
“I went to inspect and commission a borehole in Kimengo in Masindi and what I found was a ghost borehole and yet the district went ahead and paid the contractor,” he tweeted on Sunday.
He said three other boreholes that were purportedly constructed in the sub-county did not exist.
