The Lubaga North III Lord Councillor, James Mubiru has written to the Executive Director at Kampala Capital City Authprity (KCCA) requesting her to pay his three renumeration arrears.
In a letter dated 24 January, 2022, seen by Parrots UG, the councillor says that he had not been paid his salary between the month of June 2021 and Septemebr 2021, the period he spent in Prison.
It should be understood that Mubiru has been hospitalized in Agha Khan hospital, Nairobi Kenya following pancreatic and liver complications he obtained from alleged torture that was inflicted on him in cells.
He says that his salary arrears are to help him cater for his medical bills and transport to seek for specialised medical treatment abroad as earlier recommended by doctors.

Parrots UG has learned that Mubiru had made formal communications to the ED’s office but despite the many attempts to have his renumerations paid, nothing has been done to date.
“My salary arrears as reflected in the first letter, are to help out in catering for my further medication abroad as recommended by different hospitals”, he said
The councilor argues that it is unfair for the KCCA to deny him rights to his payments yet he is a leader voted by the majority of the voters who are taxpayers.
“It should be known that its my right to have my renumeration because I was voted and gazettes. Its therefore uncalled for to deny this right yet its taxpayers money that caters for my salary” Mubiru said
Two weeks ago, the councillor indicated that he needed $25,000 to help him cater for medication and transport at a specialized hospital in USA.
