The National Standards Council (NSC) has on Monday appointed Daniel Richard Makayi Nangalama, the acting Executive Director of Uganda National Bureau of Standards (UNBS).
Nangalama has been serving as the Deputy Executive Director in charge of Management and Financial Services at the bureau.
He replaces David Livingstone Ebiru who was sent on a six months forced leave to pave way for independent investigation into allegations of bribery and abuse of office.
On Wednesday last week, Ebiru confessed before the Parliament’s Committee on Commissions Statutory Authorities and State Enterprises (COSASE) that he offered aShs100 million bribe to the National Standards Council (NSC) not to terminate his job contract as the bureau ED.
On Friday of the same week, Ebiru retracted his statement after he told the committee that the bribery allegations he had leveled against the National Standards Council chairperson, Charles Musekuura and other council members were out of anger.
This prompted the council to hand him over to the parliamentary CID for further interrogations.
He is also being accused of causing misappropriation of government funds amounting to about Shs12.5 billion and shielding 5 UNBS staff said to have caused a financial loss of Shs9.28 Billion to the bureau
Arrest Warrants
On Monday, the Office of Inspector General of Government (IGG) through the Deputy IG, Anne Twinomugisha Muhairwe issued arrest warrant for Ebiru after he deliberately dodged summons by the IG over corruption allegations on Friday. He was expected to respond to the IG by 2pm on Friday last week but he did not turn up.
“Whereas Mr David Livingstone Ebiru was ordered to appear before the Inspectorate of Government at 2:00pm on 21st day of July, 2023 and subsequent days to testify what he knew and or to furnish information in relation to the above-stated inquiry, and the said Mr David Livingstone Ebiru has not appeared according to the summons issued in that regard and has not furnished any information for his failure to respond to the summons,” excerpts of the summons read,
“Now, therefore, you are hereby this warrant ordered to apprehend, bring or have the said Mr David Livingstone Ebiru and brought before the Inspectorate of Government.” it added
