On September 28th, the Deputy Inspector General of Government sent a letter to the Mbarara City Clerk demanding an explanation for his continued refusal to pay M/S Multiplex Ltd-Ditaco International Trade and Contracting JV, a contractor engaged in rehabilitating USMID-AF(Cluster 6) roads in Mbarara city.
Patricia Achan Okiria, the Deputy Inspector General of Government, stated that she has twice written to the City Clerk instructing him to stop charging liquidated damages and pay the contractor.
On May 15th, 2023 and July 19th ,the contractor submitted a claim of UGX2.233 billion that has not been paid as of today.Additionally, on August 16th another claim was submitted by the contractor for UGX909 million but also remains unpaid.
The directives from the Deputy Inspector General were issued with regards to having road works completed by end-September 2023 noting that any action contrary to these directives would frustrate implementation and constitute disobedience – an offence under Section 14(4) of the Inspectorate Of Government Act (2022).
This section states that anyone who willfully refuses or fails unlawfully to comply with orders issued under it commits an offense punishable by conviction or a fine not exceeding one hundred fifty currency points or imprisonment not exceeding three years or both.
We tried reaching the city clerk Mr. Assy Abirebe on his known phone numbers but all the efforts to reach him were futile.
