As the country prepares for the presidential and parliamentary elections next year, the incumbent Woman member of parliament for Bushenyi District Hon. Annet Katusiime Mugisha unveiled her 2026–2031 Plan of Action manifesto, outlining a bold vision to consolidate past achievements and drive transformative development for her constituents. This publication highlights key focuses in the manifesto, as Hon. Katusiime prepares for the next five years.
The manifesto offers a comprehensive roadmap built on the lessons of her previous terms as District Woman Member of Parliament 2021–2025. It reflects a commitment to continuity, accountability, and tangible improvements in the lives of the people of Bushenyi.
“I have seen what works, and I have listened to the people. My plan of action for 2026–2031 aims to build on the progress we have made and use the experience gained to do more,” Katusiime says.
The plan is structured around two main pillars; monitoring and implementing the NRM Manifesto (2026–2031) in Bushenyi District, and specific focus areas driven by personal initiatives and direct representation.
These pillars are designed to ensure that national development programmes are effectively translated into local impact, while also allowing the MP to address specific community priorities.
Key Focus Areas
Household Income Improvement:
Mrs. Katusiime aims to increase household incomes through government wealth creation programmes, the provision of coffee seedlings and poultry bursaries—particularly targeting youth farmers—and continued support for Village Savings Groups (VSGs).
Health:
The MP pledges to monitor health centres to ensure they are adequately equipped with medicines and staffed with competent personnel. She will also lobby for upgrades of selected facilities and work with local authorities to reduce maternal and neonatal mortality through improved ambulance services, maternal wards, radio sensitization, and better antenatal care.
Education:
Equitable teacher salaries, improved school infrastructure, and better learning environments are central to her educational agenda. She promises to work with the Bushenyi District Local Government to ensure learners have access to competent teachers and adequate scholastic materials.
Water and Electricity:
Expansion of electricity to unserved sub-counties, additional piped water networks, a new water treatment plant, and a sewerage system for Bushenyi-Ishaka Municipality feature prominently in her manifesto.
Road Infrastructure:
Advocacy for the rehabilitation of Ishaka-Mbarara Road and tarmacking of Nsiika-Nyakabirizi Road is planned, alongside improvements of municipal roads through collaboration with Bushenyi-Ishaka Municipal Council and the District Roads Committee.
Youth Empowerment:
Mrs. Katusiime pledges to support youths with qualifications in accessing formal employment, promote self-employment opportunities, and advocate for skills-based training and mindset change programmes across sub-counties.
Fundraising Support and Donations:
She will continue assisting schools, religious institutions, and community organizations in mobilizing resources to advance local development initiatives.
Commitment to Effective Representation
To ensure the manifesto is successfully implemented, Mrs. Katusiime plans to strategically select parliamentary committees aligned with her focus areas, strengthen stakeholder networks, explore local and international benchmarking opportunities, and prioritize the welfare of Ugandans in all interventions.
Hon. Katusiime Mugisha’s 2026–2031 Plan of Action reflects a clear vision for Bushenyi District, one that balances continuity with innovation, and local needs with national development priorities. It positions her not just as a representative, but as a proactive agent of change committed to uplifting her community.
