As trouble continues to haunt a number of personalities in Kasese the latest and final victim my be the hunter himself. All the whistle blowing about abuse of office in Kasese are efforts of Mr. Muhindi Elphaze. Mr. Muhindi came at the helm in a hotly contested election as solace to the NRM.

This publication has learnt of a well calculated smart move to send Mr. Muhindi home by the majority NRM councillors sitting at Rukoki. They are fed up of Mr. Muhindis’ miscalculation that is costing and tainting the image of their party.

After Mr. Muhindi fell out with the technical team, he decided to go after one by one. The current hullabaloo started when Mr. Muhindi Elphaze indicated that he wasn’t going to use anything that his predecessor Mr. Bigogo has used including the visitors book and the chairs.

Mr. Muhindi has proved to be a selfish man to an extent of pushing his political to sit in the old dilapidated building where Mr. Bihande used to sit with his council.

The man at the helm had on several occasions influenced the CAO against all odds and procedure to avail funds to do several works including renovations of his office. The rest of the offices at the dilapidated building have been renovated using individual officers personal money.

The CAO was forced to apply force on account due to Mr. Mubinds’ pressure. Apparently Mr. Muhindi is demanding for a new office on the incomplete administration block. He is demanding that part of it be furnished to house him and other political offices.

The last blunder that is taking him is the issue to do with the car. As we earlier on informed you that Mr. Muhindi has refused to use anything that Mr. Bigogo had used, this included the car(double cabin). He complained that it was too old and that he needed a new one unless it had been worked on.

The CAO refused this wild demand, he asked the engineer to inspect the car and report what the exact problem would be. The report indicated that the car had a challenge worth 7000000/= in fixing.

On top of that, the officially assigned driver to the office of the district chairperson spends all his working days sleeping under the trees at rukoki simply because the Chairman Muhindi recruited his own personal who driver who goes ahead to sign all per diem allowances which is against the law.

Mr. Muhindi went to Kampala to return with an invoice that he had fixed the car himself and demanded for a refund from the CAO a demand that the head technical dismissed that it would cause audit queries.

This is the Genesis. At the moment the majority of the NRM councillors are set to push Mr. Muhindi out of office. In a mouthful motion that the dream team has access, Mr. Muhindi is going to be censured as soon as possible. The motion is ready waiting for the next possible sitting in March.

The embattled Muhindi is accused of incompetence coupled with the above irregularities. The Council Mathematics, Mr. Muhindi is not in charge of the Council at Rukoki. Out of the 53 NRM councillors he is in good books with a handful of 21 councillors.

These numbers are exclusive of the Opposition in the council which has a tune of up to 21 FDC die-hards.

He lost the transfer motion of the CAO which he coined through the Kilembe District councillor known as Hon. Tugume Kalende who was challenged and scorned for failure to know that a CAO can only be transferred by the Permanent secretary of the Local Government ministry.

Muhindi subsequently lost the speakership race where his own NRM candidate for the seat was defeated terribly after a section on the NRM councillors ganged against him.

They fronted their favorite who beat all muhindis’ candidates. Mr. Muhindi is going before his term comes to an end. He is going to be censured.
