The Kamwenge Magistrates Court has remanded Kitagwenda District LC5 Chairperson, Mushemeza Ismail Kambanda, until January 6, 2026, on charges of obtaining money by false pretenses in connection with the alleged sale of government jobs.
Kambanda was arrested in a joint operation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions. He appeared before court earlier this week to answer multiple corruption-related charges.
According to prosecution, Kambanda and accomplices still at large defrauded several job applicants between 2024 and 2025. Victims claim they were promised positions mainly in the Nursing and Midwifery departments of Kitagwenda District despite no actual vacancies existing.
Residents reported paying between UGX 5 million and UGX 15 million, either directly to Kambanda or through his agents. In return, they allegedly received fake appointment letters and forged minutes purportedly from the District Service Commission.
When the victims attempted to assume their positions, they discovered the documents were fraudulent. Requests for refunds were reportedly ignored, prompting complaints to the State House Anti-Corruption Unit.
Following the complaints, the Anti-Corruption Unit coordinated with Kitagwenda Police and local leaders to launch an investigation. Upon learning of the inquiries, Kambanda allegedly abandoned his office and went into hiding for several months before being apprehended.
The case underscores ongoing concerns about corruption in district recruitment processes which President Yoweri Museveni has repeatedly emphasized his commitment to fighting graft, particularly within District Service Commissions.
So far, the Anti-Corruption Unit has conducted investigations in more than 20 districts, including Mpigi, Gomba, Kyankwanzi, and Mukono. Over 15 officials have been arraigned before courts on charges related to the sale of government jobs.
Authorities have urged any additional victims of the alleged job scam to come forward and report to police as investigations continue.
