MITYANA
The Inspectorate of Government (IGG) has arrested Mityana District Local Government Principal Human Resource Officer (PHRO) Hussein Mukiibi, 50, over allegations of causing financial loss to the government and abuse of office.
Mukiibi was arrested following investigations into the irregular processing and payment of salary arrears and salaries amounting to Sh75.5 million to six individuals through manipulation of the Integrated Personnel and Payroll System (IPPS).
According to the IGG, the alleged offences were committed between January 2022 and December 2023 at Mityana District Local Government, where Mukiibi served as the PHRO.
The investigations indicate that Mukiibi allegedly processed and caused payment of unlawful salary arrears and salaries totalling Sh75,557,709 to Ms Agnes Nuwagaba, Jorum Guma, Simon Peter Okodel, Wamala Chuchu, Swafuwa Namaganda and Safina Nandege.
The IGG alleges that Mukiibi knew or had reason to believe that his actions would result in financial loss to the government.
He has since been taken to the Anti-Corruption Court, where he is expected to answer to the charges.
The arrest comes amid increased government efforts to crack down on corruption and misuse of public resources in local governments.
