Parliament has on Friday approved the reappointment of Dr. Johnson Byabashaija, the Commissioner General of Uganda Prisons Services.
President Museveni on January reappointed Byabashaija the CGP for another two year term.
“In exercise of the powers vested in the president by Article 216 (2) of the 1995 Constitution, I have acting on the advice of Prisons Authority reappointed Dr. Johnson Byabashaijaas Commissioner General of Prisons”, Museveni said.
He then forwarded his name and CV to parliament for approval.
The Appointments committee of parliament chaired by Deputy Speaker Annitah Amongi sitting at parliament successfully vetted Dr. Byabashaija as per presidential nomination.
In 2020,President Museveni reappointed Byabashaija in the same position for a period of two years, however, the move to renew contract was ardently opposed by parliament noting that he had clocked to the 60yrs, mandatory retirement age.
He was later vetted under the Public Service Orders, 2010.
According to the public service standing orders,,(2010), after clocking the mandatory age of 60, one may be employed on contract terms and that the duration of service will be two years unless otherwise specified by the appointing authority.
Museveni further retained his faith in Byabashaija and reappointed him for another two-year term.
Byabashaija, a “child of the prisons” joined UPS in 1983 before president Museveni and his NRM government assumed power. He was appointed a Commissioner General in 2005, a position he has held till date.
It should be recalled that he has recently asked for his retirement from service arguing that he wants to oversea transition within the Uganda Prisons Services.
