The Uganda Police Force has described reports of civilians being beaten by security personnel during National Unity Platform (NUP) presidential candidate Hon. Robert Kyagulanyi Ssentamu’s campaign rally in Gulu on Saturday as “regrettable, undesirable and unfortunate.”
The incidents occurred near the Bank of Uganda when Kyagulanyi entered Gulu City through Kitgum road, sparking a standoff between his campaign team and security forces over the designated campaign route. Some officers reportedly used canes on civilians, raising concerns over excessive use of force.
Following the standoff, Kyagulanyi, accompanied by Police and UPDF personnel, walked along the Gulu–Kampala Highway with his supporters to Awere grounds, the officially approved venue for his rally, where the event continued without further incident.
In a statement, Police reminded personnel to exercise their powers within lawful limits and assured the public that any actions inconsistent with agreed standards of behaviour would be investigated, with appropriate action taken against any officer found responsible.
“Reports of civilians being harmed are regrettable and must not happen. We urge all our personnel to conduct themselves professionally while enforcing electoral laws,” the statement read.
Police also called on all candidates and supporters to cooperate with security agencies, avoid inflammatory statements, and maintain calm during campaign activities. Authorities warned that breakdowns in communication and cooperation could undermine public peace and mutual respect, appealing for dialogue and restraint throughout the electoral process.
