Nearly five years, Assistant Commissioner of Police, Siraje Bakaleke and six others are still wanted for conspiracy to defraud, offenses related to abuse of office.
ACP Bakaleke fled the country over wrongful arrest and confinement of Korean nationals and alledgedly extorting UGX 1.4 billion shillings from Koreans Park Seunghoon and Jang Shingu Un The senior police officer is still missing since he left the country. He has eluded arrest now for 5yrs.
ACP Siraje Bakaleke fled out of the country in 2018. At the time, he was the Kampala South Regional Police Commander.
Bakaleke together with six other police officers face various charges related to illegal arrest and confinement of Jang Seungkwon.
The court issued a warrant of arrested against ACP Siraje Bakaleke and other police officers who included; Robert Munezero, 31, Innocent Nuwagaba, 32, Robert Ray Asiimwe, 37, Junior Amanya, 28, Gastavas Babu, 27, and Kenneth Zirintusa, 26.
Prosecution states that Bakaleke and the six police officers, and others, between February 4 and 11, 2018, in Kampala while employed by the Uganda Police Force under the reign of General Kale Kayihura in various ranks and appointments did or directed to be done arbitrary acts prejudicial to the interests of their employer or of a one Jang Seungkwon in abuse of the authority of their offices by causing the said Jang to be wrongfully arrested and confined.
Police on April 29, 2018 issued a public notice signed by the Uganda Police Force’s spokesperson, on behalf of the Inspector General of Police, Martin Okoth Ochola, said “ACP Bakaleke is wanted by the Anti-Corruption Division of the High Court for “offences of abuse of office, conspiracy to defraud and kidnapping with intent to confine a person.” Fred Enanga
ACP Siraje Bakaleke, whose photograph was published, is also wanted for; “conspiracy to commit a felony of the Anti-Corruption Division Kampala, criminal case number 0095/2018 and AVIPOL CRB 047/2018” Fred Enanga stated.
Five years dodging arrest, there is seemingly reluctance within Uganda police to search for Bakeleke’s whereabouts.
Thorough reports indicate that police have never submitted Bakaleke’s name to interpol therefore not on Interpol list of wanted persons.
