NYAGATARE

A military delegation from the Uganda Peoples’ Defence Forces (UPDF) 2 Infantry Division, led by Division Commander Maj Gen Paul Muhanguzi, has arrived in Rwanda ahead of the Proximity Commanders’ Meeting scheduled to take place in Nyagatare District, Maj. Kiconco Tabaro, UPDF 2nd Infantry Division Public Information Officer confirmed.

According to Tabaro, the delegation was received at the Kagitumba One-Stop Border Post by Brig Gen Pascal Muhizi, the 5 Infantry Division Commander of the Rwanda Defence Force (RDF).

Speaking at the opening ceremony held at Epic Hotel in Nyagatare, Maj Gen Muhanguzi expressed appreciation to the RDF leadership for the warm reception extended to the UPDF delegation at the border.

“I am deeply grateful for the friendship we enjoy and the ongoing efforts to strengthen it,” said Maj Gen Muhanguzi.

He noted that engagements between the two forces align well with the objectives of the Joint Permanent Commission held in Kigali, Rwanda, in March 2024, as well as other mechanisms that promote the prosperity of border communities, enhance security, and contribute to the development of both countries.

Brig Gen Paskali Muhizi, the RDF 5 Infantry Division Commander, welcomed the UPDF delegation, saying their presence was “a clear demonstration of our shared commitment to continued cordial cooperation between our Defence Forces.”

He further thanked the heads of State for being the foundation of the military forces meeting.

“Their forward-thinking leadership, firm dedication to peace, and commitment to regional unity and integration have fostered the political will and supportive atmosphere necessary for our Defence Forces to collaborate effectively” Brig Gen Paskali Muhizi said.

The UPDF delegation also made a courtesy call at the Nyagatare District headquarters and held an engagement with the Vice Mayor of the district Mr Matsiko Gozanga.

The Vice Mayor appreciated the role of the military in the implementation of resolutions reached in various meetings.

“We are eager to foster strong ties and cooperation between our district and neighbouring districts on the Ugandan side, and we share experiences, and look forward to a productive exchange”, Mr Matsiko Gozanga said.

Highlighting the importance of such meetings, Mr Gonzaga said that the engagements are crucial for enhancing cooperation and promoting mutual understanding between the two sides.

Both delegations acknowledged significant progress in security cooperation, especially in intelligence and information sharing, coordinated military activities, and the implementation of joint social initiatives.

These include the recent friendly football match between the UPDF and RDF at Kyamate Playground in Ntungamo District, security sensitisation of border communities, and continuous engagements with other stakeholders along the Uganda–Rwanda border.

Both military delegations reaffirmed their commitment to remain focused on the vision of their Heads of State and the strategic guidance of the respective Chief of Defence Forces and Chief of Defence Staff.

The delegation is expected to visit Mulindi Liberation struggle Museum Gicumbi district tomorrow 19th June 2025

Present in the meeting were; Brig Gen Frank Mutembe, the RDF 2 Infantry Division Commander, Brig Gen Dr Emmanuel Shillingi, Defence Advisor of Uganda to Rwanda, Col Emmanuel Ruzindana, Defence Advisor of Rwanda to Uganda, Brigade Commanders and Intelligence officers from UPDF 2 Division and RDF 5 Division.
