Police in Buhweju District have launched an investigation into an incident of alleged threatening violence and malicious damage involving a group of five individuals, including two retired and serving army officers, who reportedly attacked a resident of Rwanyamabare village, Nyakishana Sub-county.

According to the Greater Bushenyi Regional Police Spokesperson SP Tayebwa Apollo, the incident occurred on July 16, 2025, at around 4:30pm at Kanuka Village. The victim has been identified as Kamukama Edwin Ndebesa, 36, who was returning home from Nyakataka cell when he was allegedly accosted by the group.

Police say a white Toyota Harrier bearing registration number UBD 645S, believed to have been carrying the suspects, bypassed Kamukama before making a U-turn and blocking his Toyota V8 (registration number UA 920AK). The suspects reportedly alighted and began hurling stones at Kamukama’s vehicle, damaging the passenger-side windscreen, bonnet, and front bumper.

Police has identified the suspects as, Lt. Robert Ssebunya, 43, a UPDF engineer attached to the Ministry of Defence and Veterans Affairs in Mbuya, Kampala; Rtd. Lt. Col. Tumusiime James, 60, a resident of Nabweru, Nansana Municipality; and Kyandiga Godfrey, 41, a driver from Namugongo, Kira Municipality;

Others are Mwesigye John Baptist, 32, a resident of Kinoni Village, Nyakishana Sub-county; and Mugisha Savino, 48, a businessman from Nyarukumba village in Buhweju.

“They were arrested and taken to Buhweju Central Police Station where a search of the Toyota Harrier led to the recovery of a pistol (serial number UG UPDF G 259085) with eight rounds of ammunition,” SP Tayebwa said.

“A subsequent search also led to the discovery of an AK-47 rifle without a magazine but with one bullet in the chamber, along with three magazines, all found inside an army green Toyota Land Cruiser (reg. UAQ 633A).”

The suspects have since been released on police bond as investigations continue. Police said the case file is pending submission to the Resident State Attorney for legal guidance.

“We shall accordingly keep the general public informed of our progress,” SP Tayebwa noted.

The motive behind the alleged attack remains unclear as police piece together evidence.

The incident has raised concerns about the involvement of security personnel in civilian confrontations in the country.
