The Uganda Prisons Service blamed the fatal accident that involved inmates and some warders of Kabula Prison on the failure of the Officer in Charge to adhere to instructions on transportation of prisoners.
Frank Baine, the spokesman UPS has said that the OC whose name he did not disclose, did not follow the January 2017, instructions.

“Preliminary investigations indicate that the Officer in Charge of Kabula prison did not adhere to Administrative Instructions by the Commissioner Generalin January 2017 regarding transportation of prisoners,” he said.
Earlier today, www.parrotsug.com published a report on the fatal accident at a place called Madaala in Lyantonde while goin for labour commonly known as Kibaruwa when a Toyata Wish vehicle registration number UBF 972 K inwhich the prisoners were travelling overturned.
Prisons Commissioner in charge of Relations, Franka Baine has since identified the occupants of the vehicle as 10 inmates and two prison warders of Kabula prison.
According to Baine, the accident claimed to inmates identified as KBL 13/21 Isheme Willy alias Regan charged of cattle theft and KBL 133/21 Kagwa John charged of theft.
He added that; “Seven prisoners were injured, two seriously. Now admitted at Lyantonde Health Centre IV and Five inmates with minor injuries and one staff warder Asiimwe Emmanuel. KBL 62/21 Tumusiime Amuza and KBL 105/21 Kasibante Kuzairu alias Black were seriously injured and have been referred to Masaka Regional Referral Hospital.”
Police recovered the deceased bodies to Lyantonde government hospital mortuary and relative have been informed.
In addition, Baine has said that prison has dispatched a team to inspect the scene of the accident findings of which will inform the next course of action.
