The National Water and Sewerage Corporation (NWSC) has cut off water supply to Luzira Prisons Complex due to a staggering Shs18.3 billion in unpaid water bill arrears. The disconnection, according to Senior Commissioner of Prisons and Deputy Director CCA/Service Spokesperson, Frank Baine occurred on August 13, and this has raised concerns about the welfare of inmates and staff at the facility.

Despite receiving Shs2.3 billion from the Ministry of Finance in the first quarter of the 2024/25 fiscal year, part of the allocated Shs79 billion budget, the outstanding debt remains unresolved.
Baine described the situation as a “national concern” but noted that attempts to resolve the issue are underway.
“Uganda Prisons Service is currently using water bowsers, but negotiations are underway between the Ministry of Finance, Ministry of Internal Affairs, Uganda Prisons Service, and NWSC to find a permanent solution and restore regular water services to the complex,” said Baine.
He retaliated UPS commitment to providing safe and secure humane custody of inmates.
