The spokesperson Uganda Prisons Services Frank Baine has said that 79 convicts serving sentences in different prisons across the country have been pardoned by president Museveni.
According to Baine, this act was done in accordance to the president’s prerogative powers granted in Article 121 (1) (a) of the constitution of Uganda.

“In exercise of the power vested in me under me under article 121 (1) (a) of the constitution of the republic of Uganda, 1995, as amended and on the advice of the Advisory Committee on prerogative of mercy, I hereby grant pardon to to persons below on public health and humanitarian grounds,” Museveni said.
Among the pardoned include Venezuelan national, Doralys Rodriguez Fagundez, who was serving his sentence at Luzira, two UPDF solidiers; Herbertson Sabot and Pte James Awany, who were serving their sentences at in Luzira Upper prison among others.
Rodriguez Fagundez Doralys,was arrested in 2018 sentenced to 22yrs for drug trafficking after she was found with over 114 pellets of Narcotics she had swallowed to import in the country.
They were forgiven on January 3, in a presidential pardon to UPS authorities.
