President Museveni has delivered a statement at the 21st International Development Association (IDA) Africa Heads of State Summit in Nairobi, Kenya.
The IDA, a partnership between the World Bank and African nations seeking robust replenishment, was the setting for President Museveni to call upon his African counterparts to carefully examine the intentions behind World Bank loans.
Expressing concerns over the nature of loans being received by African countries, President Museveni questioned whether these loans were truly for the prosperity of African nations or merely for the profit of others. He emphasized the importance of ensuring that loans from the World Bank were being used for private sector-led growth rather than promoting dependency.
Museveni identified a key issue hindering growth in Africa – the lack of funding and understanding of crucial growth factors such as transportation systems, electricity, raw material processing, and import substitution. He criticized the trend of funding for imports and capacity building seminars, urging African leaders to prioritize development that would benefit their economies in the long term.
Highlighting the disparity between Africa’s increasing population and its stagnant economies, President Museveni urged the IDA to provide transparency about the funding decisions that contribute to what he referred to as the “modern slavery” of Africans. He called for a reevaluation of Africa’s production and consumption patterns, stressing the importance of addressing the root causes of economic stagnation on the continent.
