Rwanda Severs Development Cooperation with Belgium Over Regional Tensions

The Rwandan government has decided to halt its development cooperation with Belgium, accusing the European nation of meddling in regional issues and undermining Rwanda’s ability to secure development funding.

In an announcement made by the Ministry of Foreign Affairs and International Cooperation, Kigali stated that Belgium has aligned itself with the Democratic Republic of Congo (DRC) in an effort to isolate Rwanda from international financial institutions. “Belgium has chosen a side in this conflict, which is its prerogative, but using development as a political tool is inappropriate,” the statement asserted.

Rwanda claims that Belgium’s actions could potentially disrupt the mediation efforts spearheaded by the African Union (AU), the East African Community (EAC), and the Southern African Development Community (SADC) aimed at resolving the crisis in Eastern DRC. Consequently, Rwanda has terminated the remaining portion of the 2024-2029 bilateral aid agreement with Belgium.

“These actions indicate that there is no longer a foundation for development cooperation with Belgium,” the statement continued. The diplomatic dispute arises amidst rising tensions between Rwanda and the DRC over border security concerns. Rwanda has accused the international community of failing to hold the DRC responsible for its alleged support of armed factions, including the UN-sanctioned Democratic Forces for the Liberation of Rwanda (FDLR).

“Rwanda will not be coerced or intimidated into compromising its national security,” the government declared, emphasizing that its primary objective is “a secure border and a definitive end to the politics of violent ethnic extremism in our region.”

Rwanda reaffirmed its commitment to development partnerships built on mutual respect, noting that all funding received by Rwanda is meticulously accounted for. “Maintaining mutual respect, and fully supporting the AU/EAC/SADC mediation, is crucial during these challenging times for our region,” the statement concluded.

Belgium has not yet issued a response to Rwanda’s decision.
