The Uganda Human Rights Commission (UHRC) chairperson , Mariam Wangadya has ordered the Chief of Defense Forces (CDF) Gen. Muhoozi Kainerugaba to immediately release Edward Rogers Ssebuufu, aka Eddie Mutwe, body guard to the National Unity Platform president, Hon. Robert Kyagulanyi Ssentamu.

Eddie Mutwe who has been in unknown detention since April 26, was last evening known to be in a military custody after President Museveni’s son, Gen. Muhoozi Kainerugaba confirmed in his X post that Mutwe was detained in his private basement.

“I captured NUP’s military commander like a grasshopper (Nsenene). If they keep on provoking us, we shall discipline them even more.” Muhoozi posted. “He is in my basement. Learning Runyankore. You are next!” he added referring to Bobi Wine.

In a formal release order dated May 2 and addressed to the Chief of Defence Forces, Wangadya declared Eddie Mutwe’s continued detention unlawful and warned the authorities of possible contempt charges under Article 53 of the Constitution.

She directed the Ministry of Defence and Veteran Affairs to act swiftly or risk legal consequences.

“Whereas Edward Rogers Ssebuufu, also known as Eddie Mutwe, has been in your custody since 26th April, 2025 and whereas the Commission is satisfied that he is being unlawfully detained or restricted, this is to direct you to cause the immediate release of Edward Rogers Ssebuufu from your custody, failure of which, you may be liable for contempt under Article 53(1)(d) of the Constitution,” read Wangadya’s letter.

Eddie Mutwe, a close aide to National Unity Platform (NUP) leader Robert Kyagulanyi (also known as Bobi Wine), was reportedly abducted in the areas of Mukono district on April 26. Reports of his abduction came to public domain the following day.

Earlier today, security under Special Forces Command (SFC) raided on the NUP party offices in Makerere, Kavule to block a planned meeting for expressing solidarity with Mutwe’s arrest.

Muhoozi Speaks Out on X

General Muhoozi Kainerugaba, CDF and First Son, took to X (formerly Twitter) earlier today, where he issued cryptic and inflammatory remarks about Eddie Mutwe’s arrest and the raid. In one post, Muhoozi stated:

“I have only ONE warning to NUP’s so called ‘Foot Soldiers’. If I can arrest your so called ‘Commander’ like an Nsenene, imagine what I will do to you. You either disband or you will face lethal consequencies.”

In another post referencing the raid on NUP offices, he wrote:

“Muliwa? Nup foot soldiers have decided to come b shout for us here on x instead of coming to Kavule since, NUP headquarters, why r u making our work so easy ? Why protest from here since Eddie Mutwe is under detention”

The government has yet to release an official statement confirming the basis for Mutwe’s detention or the rationale behind the raid.

Opposition Cries Foul

NUP officials have decried the incident as a targeted political crackdown. “They have no case against Eddie. This is pure political persecution,” said party spokesperson Joel Ssenyonyi.

However, it is unclear whether the military will comply with the UHRC’s order.
