KAMPALA

President Yoweri Museveni has issued a stern warning against the misappropriation of funds under the Parish Development Model (PDM), vowing to take action against individuals attempting to divert the program’s resources.

Ongoing works on Salaama Road Construction Project.

Speaking on Tuesday during a monitoring exercise of PDM implementation in Kampala Capital City, the President said he had received credible reports of corruption involving the initiative.

“In some areas, I hear people saying they have not benefited from the PDM. I am told that some selfish individuals are trying to divert the funds. But we will fight them,” Museveni said while addressing residents at St. Ponsiano Ngondwe in Salaama, Makindye Division.

The President emphasized that the PDM was designed to uplift all households, but reiterated government’s commitment to increasing funding in urban areas due with dense populations, and ensuring that intended beneficiaries are reached.

During the visit, Museveni also inspected the ongoing construction of Salaama Road, a key infrastructure project under the Kampala City Roads Rehabilitation Project (KCRRP). According to the contractor, China Railway 18th Bureau Group (CR18G), the works are 42% complete and are scheduled for handover to Kampala Capital City Authority (KCCA) in December 2025.

The President urged residents to use the improved road network as a foundation for economic growth.

“You do not sleep on the tarmac road, but in your houses. A tarmac road means development. That is where wealth creation and transformation begin,” he said.

Kampala Minister Hajjat Minsa Kabanda commended the President for prioritizing infrastructure development in the city.

KCCA Executive Director Hajjat Sharifah Buzeki noted that the Authority had secured additional funding from the World Bank and the Government of Uganda to upgrade more city roads. She listed several completed roads, including Old Mubende Road, Suna II Road, Mutesa I Road, Luwafu Road, and Kayemba Road.

Buzeki confirmed that 3km of the proposed 8.1km Salaama Road reconstruction has so far been completed, with full completion expected by December.
