The Uganda Communications Commission (UCC) has lifted its suspension on the operations of Boona FM 91.8 in Rukungiri Municipality, after nearly one week of suspension over regulatory breaches.

On September 11, the station management announced that it was closing operations temporarily to comply with earlier directives by UCC over breaching broadcasting standards. The suspension was however politicized with many alleging that it was masterminded by the Rujumbura MP and Security Minister Jim Muhwezi Katugugu, and former security minister also resident of the area Lt. Gen. Henry Tumukunde, allegations the duo denied.

“I am NOT the person who closed the radio. I do not have the authority to do so; it is UCC that holds that power. If UCC indeed closed the radio, I trust they will provide reasons and explanations for their actions.” Minister Muhwezi posted on his X account.

“I am also aware that the radio has had ongoing compliance issues with the UCC, which oversees all communications in Uganda. As usual, obscurantists are trying to politicize this situation.”

In a letter dated September 19, 2025, UCC confirmed that the station would resume broadcasting on September 20, 2025. The decision followed a meeting held on September 11 at UCC House Bugolobi between Commission officials and the station’s management to address outstanding compliance issues.

UCC, however, directed Boona FM to pay a fine of USD 260 (approximately Shs1 million) for failing to comply with earlier directives issued on July 15.

“The fine must be cleared within 14 days,” the commission ordered.

The Radio was also directed to complete its license renewal process within 60 days and to ensure strict compliance with broadcasting standards to avoid repeat violations.

Despite the reinstatement, UCC maintained the suspension on programmes hosted by station manager Namanya Kakyene, citing his lack of professional journalism qualifications.

According to UCC, Kakyene is not a professional journalist and therefore lacks necessary credentials for broadcasting, his shows remain off air until he meets the requirements.

“Noting that Mr. Namanya Kakyene is not a qualified journalist and has now commenced studies to attain the required qualifications, the Commission maintains the suspension of all programs hosted by Mr. Namanya Kakyene and directs Boona FM not to broadcast any programs.”

UCC stressed that the measures were intended to safeguard industry standards and called on Boona FM to avoid further breaches.
