The Ministry of Public Service has cleared 130 Ministries, Departments, Agencies, and Local Governments to recruit a total of 6,853 new staff in the 2025/2026 Financial Year.
Public Service Minister Wilson Muruli Mukasa announced the development while addressing journalists at the Uganda Media Centre on Tuesday.
Muruli said the clearance, valued at UGX 124.87 billion, aims to fill critical staffing gaps in various government institutions, with priority given to leadership and essential service delivery roles.
“Priority for recruitment was given to Heads of Departments, especially in Local Governments, to strengthen the development and implementation of government policies and to effectively monitor government programmes,” Muruli stated.
He added that recruitment will also target staffing levels in primary schools, primary healthcare units, agriculture extension services, and parish chiefs/town agents.
Earlier in July, the Ministry had approved recruitment worth UGX 5.48 billion to support the upgrade of Health Centre IIs to Health Centre IIIs under the UGIFT programme.
However, Muruli revealed that 29 government votes with wage provisions for recruitment have not yet submitted their critical vacant positions for clearance.
“These votes are reminded of the deadline to seek clearance by December 30, 2025, as communicated under Establishment Notice No. 2 of 2025,” he emphasized.
The Minister cautioned accounting officers against ring-fencing positions or keeping officers in acting capacity indefinitely, saying all vacant positions must be formally declared before recruitment.
Muruli also warned against delays in advertising vacancies despite the issued clearances.
“It has been noted that some appointing authorities have not yet declared or initiated recruitment one month after clearance. All responsible officers are advised to avoid unnecessary delays,” he said.
He further directed that appropriate technical officers must be involved in the recruitment process, stressing that those supervising the exercise should be senior in rank to the positions being filled.
Where such officers are unavailable, he said, districts should request support from the relevant line ministries or government agencies.
