Chaos has erupted at the Kampala City Council Authority, City Hall after the ce tral executive committee (CEC) declined to apologize to councilors over Kiteezi solid waste management report.
On Tuesday, the KCCA CEC was expected to deliberate the report regarding solid waste crisis in Kampala. Represented by the secretary for engineering and physical planning, John Mary Ssebuufu, the committee did not have the report prompting the speaker, Zahara Maala Luyirika to adjourn the meeting to 2pm.
When the meeting resumed, councilor’s unanimously demanded for an apology from the committee which they declined.
The fight ensued after Ssebuufu refused to kowtow to the council demands for apology and one person from the gallery purported to be a supporter of the Lord Mayor Erias Lukwago clapped in agreement something that is against council rules. This angered the already highly charged council and resulted into exchange of blows.
“We asked them (CEC) to come back at 2pm and when they returned, somebody rung them and they walked out of the council,” said one of the councilors.
” That was too bad,” the councilor added arguing that that’s not how the council operates.
“After seven days, we told them to apologize, they said they can’t apologize, and we said we can’t continue until they do so to the people of Kampala,” another councilor interrupted.
Speaking to journalists shortly after council meeting, Ssebuufu said the report was delayed because it lacked technical input. He condemned the misconduct of the councilors for not receiving and deliberating on the report but instead turned chaotic.
“We don’t know what has happened to our colleagues, instead of receiving the report, we heard them shockingly demanding for an apology. Apology for what?” Ssebuufu said.
