Hon Mbaguta who had retired into hospitality reportedly died in her sleep at her home in Nakasero at the age of 76

Prisca Sezi Mbaguta hails from Bugangari subcounty in Rukungiri District. She attended Immaculate Heart Girls High School, Nyakibale and Maryhill High School, Mbarara and Mt St Mary’s Namagunga, for her A-Level before joining Makerere university.

Mbaguta has a Bachelor of Arts degree in political science and public administration from Makerere University, . She also holds a postgraduate Diploma in Public Administration, also from Makerere, obtained in 1975. Her degree of Master of Arts in public administration and management was obtained in 1997, also from Makerere University.

Mbaguta was appointed minister of state for Public Service In June 2006 an office she held for 10 years.

In the cabinet reshuffle of February 16, 2009, and that of May 27, 2011, she retained her cabinet seat.

She then joined active politics and contested for woman MP for Rukungiri District in 2011 which she won and served one term

Work history

Mbaguta first worked as a personnel officer, in the Ministry of Works. Although this lasted a short time, she joined the ministry of agriculture, fisheries and animal husbandry and rose further in public service.

Between 1980 and 1983, she served as the principal personnel officer in the Public Service Commission, and as the chief personnel officer in the Ministry of Public Services until 1990.

She then served briefly as the deputy secretary to Public Service Review Commission and was Later that year appointed commissioner of personnel management until 1996,

From 1996 until 1999, she served as the acting director, human resource management, in the Ministry of Public Service. She concurrently served as the director of human resource management in the same ministry before becoming director for public sector reform.

In this office, Mbaguta worked hard to make sure people got their retirement packages as deserved, a milestone attributed to her hard work.

Hon. Mbaguta at the time of her death was a business woman running Forest resort Kasenge in Mukono.
