The Inspector General of Government (IGG) has directed the immediate interdiction of Uganda Registration Services Bureau (URSB) Registrar General Mercy Kainobwisho and three other senior officials over allegations of corruption.
In a statement issued on Tuesday, August 18, 2026, the IGG, Lady Justice Naluzze Aisha Batala, directed Justice and Constitutional Affairs Minister Nobert Mao to interdict Kainobwisho pending investigations.
The Inspectorate of Government (IG) said it has commenced investigations into allegations of embezzlement of government funds, abuse of office, institutional mismanagement, money laundering and maladministration at URSB.
The IGG said the interdiction is intended to ensure that the investigations are conducted without interference and in the public interest.
The directive is based on Article 230 of the Constitution and Section 13(6) of the Inspectorate of Government Act, which empower the IGG to issue orders and directions considered necessary during investigations.
Mao was also directed, in consultation with the URSB board, to put in place interim arrangements to ensure continuity of the Registrar General’s functions.
The IGG further ordered the suspension of URSB’s residential Executive Training at the National Leadership Institute (NALI), Kyankwanzi, which was scheduled for August 16 to 21.
The training will remain suspended until completion of the investigations or further guidance from the IG.
Three other officials
In a separate directive, URSB Board chairman Francis Butagira was directed to interdict three senior officials pending investigations into allegations of corruption.
They are Deputy Registrar General Alex Aganya, Commissioner for ICT and Innovations Arthur Kwesiga, and Assistant Commissioner for Business Registration Services Walid Kule.
The board chairman was directed to make interim arrangements to ensure uninterrupted URSB services and prevent any operational gaps.
The IGG also directed the URSB board, management and staff to cooperate fully with the investigations and provide the necessary support for their completion.
The IGG urged public officials to uphold transparency, accountability and integrity in the execution of their duties.
The interdictions come amid a widening probe into alleged corruption and mismanagement at URSB.
