The Electoral Commission has released a roadmap for the by-election to fill the vacant Kikuube District chairperson seat following the death of the incumbent, Peter Banura.
Banura died in a motor accident on April 4, 2026, before he could be sworn in as district chairperson-elect alongside other leaders after the forthcoming general swearing-in scheduled for May 12.
Announcing the programme, Electoral Commission chairperson Justice Simon Byabakama Mugenyi said the roadmap is in line with provisions of the Local Government Act, which mandates the Commission to organise a by-election within six months after being formally notified of a vacancy by the district’s chief administrative officer.
According to the schedule, polling for the district chairperson will take place on June 10, 2026.
The process will kick off with a stakeholders’ meeting in Kikuube District on April 27, where key actors will be briefed on the electoral programme, relevant laws and guidelines to ensure a peaceful exercise.
The Commission will then conduct an update of the National Voters Register at parish level from April 28 to April 30. Officials say the exercise is intended to allow eligible residents who were not previously registered to be included and participate in the election.
The updated register will be displayed for public scrutiny from May 8 to May 12 to enable voters verify their particulars and raise any objections.
Nominations for candidates will be held on May 25 and May 26, after which successful candidates will begin campaigns running from May 28 to June 8.
The EC spokesperson , Julius Mucunguzi urged all stakeholders to familiarise themselves with the electoral programme and comply with the law to ensure a credible process.
“The Commission calls upon all interested parties to fully participate in this by-election so that the people of Kikuube District can have effective leadership and representation,” he said.
