The Speaker of Parliament Rt Hon Rabecca Alitwara Kadaga has ordered the Kyadondo East Legislator Hon Robert Ssentamu Kyagulanyi alias Bobi Wine to write a personal statement and appear to the Parliamentary committee on rules over his statements on the Ugx 20m which MPs apportioned to themselves.
A close source revealed that he is summoned over allegations of referring to the Shs 20m as a bribe to Parliament
“On his receipt Honorable Robert Kyagulanyi stated that I have returned a bribe, can he explain to the country why he said the Shs 20m given to MPs was a bribe?” Kadaga asked rhetorically.
It should be noted that MP Kyagulanyi yesterday said he would not partake of the money saying the MPs actions is a grand theft on Public Fraud. This was after he returned the money to the consolidated fund.
“MPs should never sit and decide to apportion themselves Tax payer’s money in this manner. Moreover at such a time when ordinary citizens are going through so much suffering,” Kyadondo East MP said.
Speaker Kadaga also threatened that the indisciplined legislators would face disciplinary actions.
A section of other MPs have so far returned the money to the Consolidated fund. These include Trade Minister Amelia Kyambadde, Mathias Mpuuga (Masaka Municipality), Francis Zaake Butebi (Mityana Municipality), Muwanga Kivumbi (Butambala), Gerald Karuhanga (Ntungamo Municipality), Jonathan Odur (Erut south)
Its recalled that court had on 21st April ordered for the stay of the monies which Parliament had allocated to themselves to support in Anti COVID-19 campaign.
William Byaruhanga, the State Attorney General, yesterday while on the floor of Parliament urged the house not to spend the 20m wired on their accounts.
He said any money spent beyond April 21st amounts to contempt of court. This created tensions between the him and Speaker Kadaga.
