President Yoweri Kaguta Museveni has appointed legal expert, Counsel Frank Rusa Nyakaana, as the interim Executive Director of the Kampala Capital City Authority (KCCA). Nyakaana’s appointment follows the dismissal of former Executive Director Dorothy Kisaka and two senior officials over their alleged involvement in the Kiteezi landfill disaster.
The announcement was made on Thursday afternoon by the Kampala Metropolitan Minister, Hajjat Minsa Kabanda, who stated that President Museveni exercised his constitutional powers to appoint Nyakaana to this critical position. Nyakaana will serve in an acting capacity until a substantial Executive Director is appointed.
Notably, Nyakaana, has been the Director of Legal Affairs at KCCA under the leadership of the now-dismissed Kisaka. He is also recognized for his previous position as the head of the Inter-Party Organization for Dialogue (IPOD) Secretariat, which highlights his legal acumen and leadership experience.
The dismissal of Dorothy Kisaka, Deputy Executive Director Eng. David Luyimbazi, and Director of Public Health Daniel Okello follows their alleged roles in the mismanagement of the Kiteezi landfill, a matter that has sparked controversy and concerns regarding waste management in the capital.
Prior to the appointment of Nyakaana, there were speculations that the Minister of Kampala, Hajjat Kabanda, had submitted a shortlist of potential candidates to the president, including Grace Akullo, Director of Human Resources at KCCA, and Eng. Justus Akankwatsa, Director of Engineering and Technical Services among others.
Other appointees are Robert Nowera, Director Revenue Collections who has been appointed Acting Deputy Executive Director, and Sarah Zalwango Karen, who has been Acting as Deputy Director Public Health (Manager Medical Services) and has now been appointed the interim Director Public Health automatically losing her former position.
In his letter ordering Kisaka’s dismissal, President Museveni also directed the Ministry of Public Service to advertise the vacant positions and ensure that replacements are made within the next three months.
Nyakaana’s appointment according to the minister, takes immediate effect.
