Security personnel have reportedly surrounded the home of former Kampala Lord Mayor and lawyer representing Dr Kizza Besigye, Erias Lukwago, in Wakaliga, Rubaga Division, Kampala.

In a post on his official X handle, formerly Twitter, Lukwago said security operatives travelling in two vehicles commonly referred to as “drones” had sealed off the entrance to his residence, causing fear among members of his household.

“Two drones have sealed off my home with security operatives hovering around,” Lukwago posted.

The incident comes amid a legal battle involving Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba over alleged life threats made against Besigye.

Last week, Dr Besigye filed a case against Gen Muhoozi, accusing him of making repeated public threats to kill him. The case cites several social media posts allegedly made by the CDF, including one dated January 16, 2025, in which he reportedly stated: “We will hang KB on Heroes’ Day. That’s the best day for him to die.”

Another post allegedly made on February 19, 2026, stated that Besigye was a “dead man walking”, while another statement reportedly made in April 2026 allegedly threatened that Besigye would either be hanged or shot.

The application also cites other remarks allegedly indicating that Besigye would only leave prison “in his coffin” or after apologising to President Yoweri Museveni.

Besigye and his co-accused, together with his lawyer Obeid Lutaale, argue that the statements amount to threats of extrajudicial punishment, psychological torture, prejudgment of guilt and interference with judicial independence.

The case names Gen Muhoozi, Col Peter Ahimbisibwe and Lt Col Ephraim Byaruhanga, who are accused of involvement in the alleged operation in Nairobi, Kenya, in November 2024, as respondents alongside the Attorney General.

High Court Judge Emmanuel Baguma ordered the respondents to file their defence within seven days.

However, Besigye’s legal team says it has faced challenges serving Gen Muhoozi with court summons, claiming they have been blocked from accessing his office to deliver the documents. The lawyers have since appealed to his associates to help locate him or provide contact details to enable digital service of the papers.

Although the security presence at Lukwago’s home is suspected to be linked to the ongoing court case, security authorities had not issued any official statement by press time.
