The ministers recognized the crucial role that ICT infrastructure plays in fostering economic growth, enhancing regional connectivity, promoting digital inclusion, and driving technological innovation. The ministers emphasized the need for collaborative efforts, partnership, and coordination among member states to accelerate the deployment of broadband networks, promote affordable access to high-speed internet, and strengthen the digital ecosystem in the region.

They also stressed the importance of creating an enabling policy and regulatory environment to attract investments in ICT infrastructure, promote competition, safeguard consumer rights, and ensure data privacy and cybersecurity.

The ministers further highlighted the significance of capacity building initiatives to enhance digital skills and literacy, particularly among youth and marginalized groups. These efforts are vital to ensure that all citizens have the necessary knowledge and skills to fully participate in the digital economy and benefit from the opportunities provided by ICT infrastructure development. The ministers also recognized the need to leverage emerging technologies such as artificial intelligence, blockchain, and Internet of Things to drive innovation and transformation in various sectors including agriculture, healthcare, education, and governance.
