KAMPALA
Buganda Road Court has issued criminal summons against former Rubaga Resident City Commissioner, Herbert Anderson Burora, over allegations of hate speech against the Speaker of Parliament, Anita Among.
Burora, who has since denied the charges, was absent from court, prompting Chief Magistrate Ronald Kayiizi to issue the summons. “In the absence of the suspect, his sureties, and lawyers, this court issues criminal summons against the suspect,” Kayiizi stated before adjourning the case to April 2, 2025, when Burora is expected to appear.
The state alleges that between March and June 2024, Burora used his X handle, @harderHB, to make statements portraying Speaker Among as a torturer, kidnapper, murderer, and corrupt individual. Prosecutors argue that these remarks were intended to ridicule, degrade, and promote hostility against the Speaker of Parliament.
State Attorney Ivan Kyazze requested the summons after Burora failed to appear in court. He now faces six counts of hate speech and spreading malicious communication.
Burora is yet to respond to the summons
