PARLIAMENT:
The Leader of Opposition in the 11th parliament, Rt Hon Mathias Mpuuga has said that opposition is in plans to reintroduce the constitution amendment bill that was introduced by Hon Wilfred Niwagaba in the 10th parliament.
Mpuuga made the remarks on Friday at parliament at the launch of Opposition Legislative Agenda.
While opening the dialogue, Mpuuga said the Opposition will champion fiscal reforms to fight corruption and curb wastages, including proposals to rethink special interests representation in Parliament, and bringing about media reforms to widen the democratic space
Mpuuga doubtful on the legitimacy of Uganda’s constitution expressed the need to prioritize constitutional and electoral reforms.
The LoP further noted that the opposition intend to reintroduce the Constitutional Amendment Bill that was moved by Hon Niwagaba in the 10th Parliament.
Since 2014, this Country has been promised a Constitutional Review Commission, but has not been fulfilled.
“Instead we have had small considered Constitutional Amendments. The consequence of this is that the citizens look at the Constitution as a document of the politicians: We need to have a robust legislation that can support local initiative and innovations in addition of the current laws. We need to protect our own people to thrive.” he said.
Mpuuga is optimistic that the constitution is a People’s consensus, which must speak their language, dreams and frustrations.
