Outgoing Insurance Regulatory Authority (IRA) chief executive officer Alhaj Dr. Kaddunabbi Ibrahim Lubega has reportedly turned to Senior Presidential Adviser Gen. Caleb Akandwanaho alias Salim Saleh seeking his intervention regarding the renewal of his contract.
Kaddunabbi, whose contract expired on May 31, didn’t secure a renewal from the IRA Board. He had reportedly met Gen. Saleh in Gulu begging to be retained at the insurance regulatory body’s top job.
In a petition to Saleh, Kaddunabbi alleged that Permanent Secretary and Secretary to the Treasury (PS/ST) Ramathan Ggoobi was frustrating the process.
“As I communicate, the situation seems very uncertain. I am now certain that PS/ST Mr. Ggoobi’s intention is to hit me and completely destroy me beyond,” Kaddunabbi wrote in a May 29 letter.
He asked Saleh to convene a mediation meeting involving himself and Ggoobi to “harmonise” their differences and allow him to serve what he described as his last term as IRA chief executive from 2026 to 2031.
“I kindly request you, Sir, to cause a mediatory meeting between PS/ST Mr. Ggoobi and myself, chaired by yourself, with a view to harmonise us so as to allow me serve my last term as Chief Executive Officer at the Insurance Regulatory Authority 2026-2031,” he wrote,
However, the appeal didn’t likely yield any fruits after the IRA Board announced the appointment of Dr. Protazio Sande as its new Chief Executive Officer, in acting capacity with effect from June 1, 2026.
In a statement issued on June 2, Board Chairperson CPA Keto Nyapendi Kayemba said Sande, who has been serving as Director of Strategy and Market Development, would oversee the authority’s operations during the transition period.
The board said Kaddunabbi’s contract expired on May 31, 2026, upon completion of his term of office.
“The appointment of Dr. Sande will ensure continuity of operations and effective discharge of the Authority’s mandate,” the statement said.
The board expressed confidence in Sande’s leadership and expertise and thanked Kaddunabbi for his contribution to insurance regulation, market development and policyholder protection during his tenure.
The developments expose a behind-the-scenes struggle over the leadership of the insurance regulator and raise questions about the circumstances that informed the decision not to renew Kaddunabbi’s contract.
Neither Ggoobi nor Gen. Saleh had publicly commented on the allegations by press time.
