Fifteen (15) Prisoners at Kabula government prison have been involved in a nasty road accident earlier this morning as they weregoing out for casual labour commonly referred to as Kibaruwa.
The terrible accident has occured at a place known as Ku Madaala in Lyantonde District when a Toyata Wish vehicle registration number UBF 972 K inwhich the prisoners were travelling overturned. An undisclosed number of prisoners is reported to have died in the accident while others sustained injuries.
The casualities according to reports have been rushed to Lyantonde hospital for first aid treatments.
Four days ago, the Commissioner General of Uganda Prisons Service Can. Dr. Johnson Byabashaija issued a directive barring all supervisors, DPCs and Regional Police Commanders from permitting prisoners to go out for Kibaruwa.
According to Byabashaija, the declaration of stand by class 1 is for a festive season and is supposed to take effect from December 11,2021 to January 10, 2022.
“Stand by class1 for the festive season has been declared with effect from Saturday 11.12.2021 to Monday 10.01.2022,” Byabashaija declared.
In a declaration, during this period prisoners will not be permitted going out for Kibaruwa. Byabashaija noted that all prisoners going out of the prison on essentials parties like wedding, harvesting, construction, courts, hospital and transfer shall be properly escorted with regards to staff, prisoner ration.
He warned OCs against escapism of prisoners during the stand by period threatening to arrest anybody negligent of his / her duty.
“Any escape during this period will be a responsibility of the OCs and shall exact appropriate punishment,” he threatend.
UPS staff have also been disallowed pass or leave during the stand by period except in cases of death of their dear ones.
