Civic Space Movement (CISMO) led a coalition of civil society organizations in adopting a resolution to protect civic space and promote human rights in Uganda. The resolution was announced during a press conference held at Oxford Inn in Mbarara city, where Barnabas Tumumisirize, Programmes Manager of CISMO, outlined a comprehensive plan to enhance civic engagement, security, and protection of human rights defenders.
Kasande Daphine, an advocate at Rural Defenders Network, revealed that the resolution emphasizes the importance of civic space in promoting human rights, democracy, and good governance. The coalition commits to promoting public participation, enhancing security and protection of human rights defenders, establishing civic space coalitions, and advocating for stronger laws and policies that protect civic space.
Kasande also revealed that over 100 cases of human rights violations have been registered, including two cases involving minors. She applauded the judiciary, particularly in the Western Region, for handling these cases with sensitivity and ensuring that minors are not tried alongside adults.
Ndyamusiima Shallon, an advocate at Manigaruhanga and co-advocate, highlighted the importance of monitoring the environment for civic space and supporting local networks to assist victims of human rights violations. The coalition also commits to advocating for the participation of civil society in decision-making processes and promoting the use of Information and Communications Technology (ICT) and social media to promote broad-based consultations.
Julian Kihembo, National Coordinator for Rural Women Initiative, emphasized the importance of empowering everyone to express themselves without fear of intimidation or arrest and promoting freedom of association, among other rights. She noted that there should be no segregation based on gender, tribe, financial status, or religious affiliation.
“The adoption of this resolution marks a significant milestone in the struggle to protect civic space and promote human rights in Uganda. The coalition’s commitment to promoting civic engagement, security, and protection of human rights defenders is a testament to the power of civil society in promoting democratic values and human rights” Kihembo added.
