The minister of works and transport,Gen. Edward Kagumaho Wamala has ordered officials at Uganda National Roads Authority (UNRA) to handover offices and government properties in their possession to their respective supervisors.
The directive follow the repeal of the UNRA Act 2006 by Parliament on November 6, 2024, to dissolve UNRA and merge it with the ministry of works and transport. The Act to dissolve UNRA was recently assented to by President Museveni on December 18, 2024, and officially gazetted on December 23, 2024.
In a Friday 27th December, 2014, letter to the authority staff, Minister Katumba emphasized that the appointment of the affected staff ceased on the date of gazetting the Act calling for lawful handover offices the office.
“Under Section 4(2) of the Uganda National Roads Authority (Repeal) Act, 2024, the Uganda National Roads Authority shall be dissolved on commencement of the Act. Consequently, your appointment as staff of UNRA ceased on the date of the gazette of the Act,” Gen. Katumba’s letter read in parts.

He highlighted that Section 5(1) of the Act designates the Ministry responsible for roads to assume the functions of the dissolved UNRA. He directed all UNRA staff to immediately handover their offices and government property to their respective supervisors by December 30, 2024.
Additionally, Minister Katumba noted that Section 6(1) of the Uganda National Roads Authority (Repeal) Act, 2024, ensures the payment of terminal benefits to former UNRA staff. He confirmed that the Ministry of Works and Transport is beginning the verification process and will effect payment of the terminal benefits in accordance with the terms and conditions of their service.
This development marks a significant transition in the management of Uganda’s road infrastructure, and the government assures that the transition will be handled smoothly to maintain continuity and efficiency.
