The senior presidential advisor on political affairs (special duties), David K Mafabi has declined an appointment by the Transformation Cadres Association of Uganda as their advisory board member.
The Kitgum House accomodated association, TCAU had on Friday May 27 through its president Felix Adupo Ongwech appointed the 18 workman’s team to fill vacancies at the association inwhich Mafabi was appointed the advisory board member alongside four others including ICT minister Chris Baryomunsi, Advocate Adam Makmot Kibwanga, Hon. Harriet Nabatanzi and Ian Gumisiriza.
“With power invested in me by the constitution and rules of procedure Section 16, e,f,g and section 19 of Our rules of procedure, I proceed and appointment the following person to fill the vacancy positions,” read an appointment letter in part
Among other appointees are Hon. Easter Wafula Busingye, appointed national chief cordinator, Amb. Richard Laus Angualia, appointed director research and development, Amoriot Margaret Khedi, deputy director communications and publicity among others.

However, in a letter dated Saturday 28th May, 2022 directed to the association president seen by Parrots UG, Mafabi declined the appointment citing out disagreements with the proposition of the association and its ideologies.
“I am unable to accept your appointment of me to your Association’s Advisory Board – which I have seen in social media. I decline it,” Mafabi said in a decline letter.
Mafabi who admitted having received information on the appointment proposal further disclosed that he does not agree with the association ideology on amending the constitution of Uganda to provide for a president to be elected by parliament contrary to the current universal adult suffrage provision where eligible Ugandans (above the age of 18 and registered voters) exercise their constitutional rights of choosing leaders to represent them.
“Most important and fundamental, I most emphatically do not accept the central proposition of your Association that the Constitution of Uganda be amended to provide for a President elected by Parliament instead of Universal Adult Suffrage. I have categorically rejected that thinking since I first came face to face with it in 2019. I am yet to be persuaded on its merit”, read excerpts of the letter
It should be noted that since the establishment of the TCAU association, its members have been advocating for Uganda’s Constitutional amendment to eliminate universal Suffrage system of electing the president to a parliamentary system where the president can be voted for by only MPs.
Mafabi like any other Ugandan interested in preserving and protecting the constitution of Uganda is seemingly not seconding the idea but pledged to engage the TCAU leadership and members on certain issues in a principled manner.
He also implored the association leadership to seek for reproach with the NRM Secretariat on the matters concerning their ideologies.
“As a Compatriots though, I am willing to keep engaging with you in a principled manner, on issues. I also encourage you to seek a rapprochement with the Movement Secretariat led by the Secretary General, Rt. Hon. Richard Todwong.” Mafabi urged
By press time, no any other of the appointed persons had commented on the appointment.
