At least two teachers of Lubiri High School in Kampala have been charged with negligence of duty after they were found guilty of not supervising students while in a bus from agriculture study tour in Jinja prompting them to commit felony.

Last month, a video of Lubiri High School  students doing what police termed as erotic and sexual dances awashed social media prompting the Directorate of Criminal Investigations (CID)to  institute inquiries into the matter. The video was first mistaken to Midland High School Kawempe since the bus inwhich the students travelled belonged to Midland but it was later established that it had been hired to Lubiri High School.

According to legal guidance from the DPP, it has been established that there was lack of enough supervision by the teachers during the field trip.

Police says that they have charged two teachers; Lydia Nabakka and Joseph Nsubuga, with Neglect to Prevent a Felony, C/S 389 of the Penal Code.

Police says ths duo has been charged for failure to supervise students who they had travelled with and further faulted the school for assigning fewer teachers to supervise the trip.

“It was not appropriate for the school to assign only two teachers, who failed to properly supervise the bus activities,” said police

“All teachers charged with the duty of superetending students in school,must exercise reasonable supervision over them and the attendant circumstances. In this instance, instead of warning the students, they left them to behave in an egregious and unsafe manner.” Police added

The inquiries also established that the bus was carrying excessive number of students (73 students more than the sitting capacity of 67 students) making it difficult for the two teachers to supervise students.

Luke Owoyesigyire, the Kampala Metropolitan police deputy spokesperson said they have directed the school management to immediately suspend students who participated in the indecent behavior and those who recorded and posted the videos on social media.

This according to Owoyesigyire will act as a lesson to other students in school, to behave in a more responsible manner.

Furthermore, police has said that the probation officer in the area will extend counselling services to the suspended students upon their return from the suspension.

“They will be counseled by probation officers in charge of the area, on appropriate behavior and how to refocus their attention on learning,” he said.
