Security forces in Kisoro District have arrested a suspect accused of stealing an SAR rifle from a security guard at Pearl Hotel in Kabale Municipality. The suspect, identified as Hakizimana Emmanuel also known as Zulunguriye Black. was intercepted on April 19th, 2025, at around 10:20 PM in Kashaija Village, Rubuguri Town Council
According to authorities, a joint patrol comprising the Uganda Police Force, Uganda People’s Defence Forces (UPDF), and Uganda Wildlife Authority (UWA) encountered Hakizimana during a motorized sweep. Upon being stopped, he attempted to flee but was pursued and apprehended. He was found in possession of SAR rifle No. 564210028-15120, which had been stolen on April 10, 2025, from Byonanebye Osbert, a security guard with Ruhama Veterans
At the time of the theft, the rifle contained two rounds of ammunition but only one round was recovered with the weapon.
Authorities report that Hakizimana has a long criminal record. In 2021, he was released from Ndorwa Government Prison after serving time for robbery. The following year, he allegedly broke into Mutanda Lake Hotel, stealing valuables from tourists, including money, cameras, and a phone. Although arrested, he was later discharged due to lack of evidence, as the victims had returned to their home countries
In March 2024 he was arrested for stealing clothes belonging to Detective Constable Tumuramye Rodney from Kisoro Police Barracks. He was caught wearing the stolen items, convicted, and fined UGX 250,000, which he paid before being released.
In December 2024, Hakizimana was reportedly found cooking food inside Bwindi Impenetrable National Park by a joint UPDF and UWA patrol. He fled the scene, leaving behind personal documents, including national identification cards and photographs, which were handed over to the 35th Battalion in Nyakabande.
Authorities have confirmed that Hakizimana will be transferred to the UPDF 2nd Division headquarters in Mbarara for further questioning.
