Buzeki summons town clerks over delayed pay for KCCA road cleaners

Kampala Capital City Authority (KCCA) Executive Director, Sharifah Buzeki has summoned an urgent meeting of all division town clerks and leaders of saccos representing authority casual workers (cleaners) following complaints of delayed salary payments.

The move follows allegations by cleaners in Kawempe and Nakawa divisions that they have not received their November salaries, while none of the five city divisions has been paid for December.

“I hereby direct you to summon a meeting tomorrow (December 23) with town clerks and sacco leaders of all divisions that have not paid November salaries,” Buzeki instructed the director of public health, Dr Sarah Zalwango.

Buzeki made the directive on Monday during the awarding ceremony of the Weyonje Sanitation Challenge held at Kitante Primary School in Kampala.

At the event, Kawempe Division emerged winner of the second edition of the sanitation challenge and was awarded a trophy and a dummy cheque. Rubaga Division came second and received a trophy and Shs4m. Kampala Central Division and Nakawa Division finished second and third runners-up, earning Shs3m and Shs2m respectively, while Makindye Division placed fourth.

During the function, road cleaners raised concerns over low pay, arguing that the Shs6,000 they earn per day is inadequate given the nature of their work.

In response, Senior Presidential Advisor on Political Mobilization, Moses Byaruhanga reaffirmed government commitment to improve the welfare of KCCA workers, including increasing their daily pay.

“I was talking to the executive director about the issue of your salary, and it is possible to increase it from Shs6,000 to Shs10,000,” Byaruhanga said, drawing cheers from the audience. He added that he would brief President Yoweri Museveni on the matter, noting that it would be among issues to be addressed when the President campaigns in Kampala.

Byaruhanga also announced plans to launch the Katale Loan, a government-backed financing scheme targeting KCCA market vendors to shield them from exploitative money lenders.

“During my visits to KCCA markets such as Busega, Nakawa, Owino and Kalerwe, I observed that many traders are losing their hard-earned money to money lenders who overcharge them,” he said. “On Saturday, December 27, 2025, we are going to launch the Katale Loan, where vendors will borrow at low and affordable interest rates. For example, one can borrow Shs100,000 and pay an interest of Shs8,000 in a year.”

Meanwhile, the Senior Presidential Advisor on political mobilization said government plans to inject Shs200m into saccos for KCCA road cleaners to support their economic empowerment.
